Juneau Courts and Where Bankruptcy Cases Are Filed

Juneau has its own Superior and District Court at 123 Fourth Street, Juneau, AK 99801. The customer service line is (907) 463-4700. The Area Court Administrator is at (907) 463-4753. This court handles state civil and criminal cases, but not bankruptcy. Certified copy fees at the Juneau courthouse are $5 for the first page and $2 for each additional page. If you do not have a case number and need staff to look up records, a research fee of $30 per hour applies.

The clerk's office manages records for the CBJ Assembly and city boards. Records requests go to City.Clerk@juneau.gov. The office also serves as the election official for the municipality. Under Alaska Statute AS 40.25, most municipal records are public. The clerk does not hold bankruptcy case files, those remain in the federal system, but the office can provide borough-related documents that may come up in property or lien research tied to a bankruptcy.

PACER is the standard tool for searching Juneau City and Borough bankruptcy records online. Register for a free account at pacer.uscourts.gov. You can search by debtor name, case number, or attorney. No fees apply. It is a fast first step before opening PACER. Cases from 2000 onward are also on public terminals at the Anchorage courthouse at no cost. Older files go to NARA in Seattle. The PACER Case Locator helps when you are not sure which court holds a case. For Alaska, all bankruptcy cases are in the District of Alaska, so the search is fairly direct. NextGen CM/ECF version 1.8.1 went live on January 3, 2025, for the Alaska bankruptcy court. The electronic self-representation tool (eSR) lets individuals file Chapter 7 or Chapter 13 without an attorney online. Alaska Bankruptcy Exemptions for Juneau Residents

Juneau residents who file bankruptcy can use Alaska state exemptions or the federal set, whichever is better for their situation. Alaska's homestead exemption under AS 09.38.010 through AS 09.38.510 is $72,900. The federal homestead is only $31,575. Most Juneau filers choose Alaska's state exemptions for the higher home protection. To qualify, you must have lived in Alaska for 730 days before filing, as required by 11 U.S.C. § 522(b)(3).

The vehicle exemption is $4,050. Household goods, clothing, and books are covered to $4,050. Tools of the trade get $3,780. The Permanent Fund Dividend is exempt up to $1,500 per person. Alaska has no wildcard exemption, which makes the choice between state and federal sets a real calculation for people with significant personal property. If the 730-day residency is not met, you use the state where you lived most of the 180-day period before that under the federal look-back rule.

The Alaska Trust Act at AS 34.40.110 created the first usable domestic asset protection trust law in the country, back in 1997. Fraudulent transfer claims have a four year look-back. These matters are complex and most people want an attorney if they are involved with trust planning and bankruptcy at the same time. The U.S. Trustee reviews cases for this type of fraud.

Credit Counseling and Legal Help in Juneau

All individual bankruptcy filers must complete a credit counseling class within 180 days before filing under 11 U.S.C. § 109(h). Classes run one to two hours and cost $10 to $50.
